1This degree is offered through The Graduate School. The Graduate School of Education prepares students for positions in public schools and schools of higher learning. It provides a variety of programs at the undergraduate and graduate levels, preparing professionals in the following categories: early childhood, elementary and secondary teachers; teachers of exceptional children (mild/moderate disabilities, severe disabilities, preschool, hearing impaired and visually impaired education); principals and administrators of elementary and secondary schools; curriculum specialists; pupil personnel specialists, including counselors and school psychologists; and teachers of professional education in institutions of higher learning. Teacher education is regarded as a universitywide function and an immediate responsibility of the Graduate School of Education. All new or revised teacher certification programs are reviewed by the University Advisory Council on Teacher Education, which has representatives from all colleges involved in preparing professional education personnel. University programs leading to state certification are approved by the Utah State Board of Education.

Advisers provide information about requirements for teaching programs in early childhood education, elementary education, and secondary education; applications for admission to the Teacher Certification Program; and application forms for Utah teaching certifications, and forms for background clearance. Graduate students are advised by the department offering their degree.
Financial Assistance Undergraduate. The Graduate School of Education offers special departmental, mathematics/science, foreign language, Terrell H. Bell Teaching Incentive Loan, and other scholarships. Application forms and detailed information regarding all scholarships are available from the Education Advising Center. Graduate. Graduate fellowships and assistantships are often available through the Graduate School of Education. Students should contact the chair of the department in which they will do graduate work for details about qualifications and stipends. Bachelor's Degree Programs B.A. and B.S. degree programs are offered in elementary education. Programs prepare students for Utah teacher certification. Candidates for certification in secondary education enroll in departments offering teaching majors and minors and complete professional work for state certification in the Graduate School of Education. The degree is conferred through the college of the student's teaching major.
Certification in Utah requires a bachelor's degree in approved teaching majors, minors, and composite majors; several certification-only programs are offered through the Graduate School of Education. Early childhood and secondary certification programs may be pursued in conjunction with a master's degree in educational studies.
Teacher Certification Programs. Certification programs are offered in early childhood education, elementary education, and secondary education. Special education certification programs are offered on a graduate level. (See Graduate Degree Programs at the end of this Eudcation entry in the Colleges section.) Admission. Enrollment in the teacher education programs is limited and admission is competitive. The Department of Educational Studies admits students to the Early Childhood Education, Elementary and Secondary Teacher Education programs once a year. Applications for admission are due February 1 for early childhood and secondary education and students who are accepted begin the professional cohort for a one-year program the fall semester immediately following admission. . Applications for admission are due May 20 for elementary education and students who are accepted begin the professional cohort for a two-year program the fall semester immediately following admission. Students seeking admission to the secondary education program should begin admission procedures during the fall semester of their third or fourth year of study at the University of Utah. Prior to applying to the secondary education program, students are required to enroll in ED ST 2100, Introduction to Teaching, and the ethnic studies prerequisite to ED ST 4150, Introduction to Multicultural Education. Preferably, students should take these courses during either their sophomore or junior years. Students seeking admission to the elementary education program should begin admission procedures at the end of fall semester during their second year of study at the University of Utah. Early Childhood Education. The Department of Educational Studies together with the Department of Family and Consumer Studies offers a state-approved post-baccalaureate/ graduate certification program in early childhood teacher education. Successful completion of the program leads to recommendation for K-3 certification. The Utah State Board of Education grants teacher certificates. Students must first earn a B.A. or B.S. equivalent to the human development and family studies degree from the Department of Family and Consumer Studies. (For further information, see Family and Consumer Studies in the Courses section of this catalog.) Enrollment is limited and admission is competitive. Students may seek a graduate degree simultaneously with the early childhood certification program. The application deadline to the early childhood certification program is February 1, typically during the senior year of the B.A./B.S. degree. Admission to the graduate program in educational studies is by separate application.
Although admission to the teacher certification post-baccalaureate phase of the program is limited, there are no restrictions on enrollment for the human development and family studies major offered in the Department of Family and Consumer Studies. Those students who complete the bachelor's degree in human development and family studies and are not admitted to the post-baccalaureate/graduate certification program will still be able to work in pre-K non-public school settings based on their undergraduate qualifications.

I. Program Requirements A. General Education Requirements (approximately 36 hours). Refer to the Undergraduate Studies Bulletin for information on meeting University general education requirements. It is recommended that students take MATH 1050 to meet B.S. requirements, as it is a prerequisite for the mathematics sequence. B. Supporting Professional Courses (39-42 hours). Students who wish to pursue the early childhood specialization should take these courses from among the options available from within the human development and family studies major.

The Elementary Teacher Education Program provides broad preparation across many disciplines and concentrated professional training for teaching the elementary school curriculum.
Students must first earn a B.A. or B.S. equivalent to the elementary education degree from the Department of Educational Studies. Enrollment is limited and admission is competitive. The application deadline to the elementary education certification program is May 20 (beginning 1999), typically during second year of the B.A./B.S. degree.
The elementary admission committee considers cumulative grade point average, preprofessional course work, performance on a standardized test of verbal and quantitative achievement, measures of writing communication ability and achievement, and letters of recommendation.

The Department of Educational Studies together with several departments across campus offers a state-approved post-baccalaureate/graduate certification program in secondary teacher education. Successful completion of the program leads to recommendation for 6-12 certification. The Utah State Board of Education grants teacher certificates. Candidates seeking certification in secondary education complete an approved teaching major and minor or composite teaching major (see Teaching Majors and Minors chart in this section) and the pre-\professional and professional education course work listed below. Enrollment in the certification program is limited and admission is competitive. Students may seek a graduate degree simultaneously with the secondary certification program. The application deadline to the secondary education certification program is February 1, typically during the third year of the B.A./B.S. degree. Admission to the graduate program in educational studies is by separate application.
Students successfully completing the program qualify for the Utah Basic Certificate in secondary education, grades 6 through 12. The secondary admission committee considers cumulative grade point average, measures of writing communication ability and achievement, and letters of recommendation. The admission committees also consider performance in specific, preprofessional education course work, and performance in areas of critical teacher shortage.

M.A., M.S., Ph.D. These are research degrees requiring either a thesis or a dissertation in addition to prescribed course work. M.A. and M.S. Degrees. M.A. and M.S. degree programs are offered in educational studies with specializations in learning and instruction; critical, cultural, and curriculum studies; and teaching and teacher education; in special education; and in educational psychology. M.Ed. programs are offered in educational studies with specializations in learning and instruction; critical, cultural and curriculum studies; and teaching and teacher education; in special education; in educational administration; and in educational psychology with a specialization in school counseling. Other Certification Programs The following are state-recognized certifications or endorsements available to administrators and special-service personnel. They are post-bachelor's programs typically offered in conjunction with a graduate degree. For information about certificate and degree requirements, contact the department sponsoring the program. Administrative Certificates. Two graduate-level programs offered by the Department of Educational Leadership and Policy satisfy Utah State Office of Education requirements for superintendents, central office administrators, and principals: the master of education degree and the certification-only program (a non-degree program for those with master's degrees in related fields of study). Students who successfully complete these programs are recommended to the Utah State Office of Education for the Basic Administrative/Supervisory Certificate. For further details, contact the department's academic adviser. Communication Disorders Certificate. Programs leading to a speech pathology and audiology certificate are available through the Department of Communication Disorders. School Psychologist and School Counselor Certificates. Two certification programs are offered through the Department of Educational Psychology: (1) school psychology, and (2) school counseling.
